A new way of working?

One of the options presented is ‘keeping with existing arrangements’. This is misleading due to the forthcoming local government restructure, planned for 2028 when Havant Borough Council will no longer exist and those communities currently managed by Havant will be merged into a much larger Unitary authority of Portsmouth, Havant, Gosport and Fareham with less Councillor representation for Hayling.

This means remaining under Havant Borough Council ‘keeping with existing arrangements’ option is not a realistic long-term scenario. Things will change. The consultation currently being delivered to households is for HBC to assess the appetite of the community for them to do a full review of what a Parish Council might look like for Hayling.

A Parish Council could give Hayling residents formal representation within this bigger Unitary for residents. The consultation at this stage is simply to request HBC to do the full analysis.

Following that, they will reissue a second consultation setting out the detail of what a Parish Council will look like and be able to do for us.

Supporting the Parish Council option at this stage is not a commitment, but simply to ask HBC to do the review. If they don’t get enough support, we will miss the opportunity to even consider this potential.
